Job Description:
Hitachi Rail STS USA, Inc., headquartered in Pittsburgh, PA, seeks a Senior Project Controller to ensure the application of integrated planning processes for complex (in term of number of involved technologies and project revenues) assigned projects/bids and programs, through the development and monitoring of project schedule.
This position is for a roving employee who will work in unanticipated locations throughout the United States. The employee will have to relocate, but travel is not required from any particular location.
Accountabilities
Specific duties include:
(1) initiating, planning, monitoring and controlling, communicating, and closing out project costs and schedule;
(2) granting the project (Actual / Forecast / Budget) or LE figures in accordance with Hitachi Rail STS Controlling Model;
(3) collecting and sharing the information (workload, schedule with contract milestones, budget, etc.) with the project team (Work Package leaders);
(4) keeping the Company tools such as Project Control Support (PCS), SAP finance and controlling suite updated and verifying the coherence of planning tools such as Oracle Primavera and Microsoft Project;
(5) identifying potential risks and opportunities in terms of cost and time and alerting project team;
(6) evaluating and tracking potential savings on delivery predefined by the efficiency projects;
(7) analyzing Earned Value (EV) with Project Manager and Project Planner for each work package grant that the Work Package leaders were involved with respect to the STS guidelines;
(8) calculating Economic Value Added (EVA) at the global level in accordance with group Controlling Model;
(9) presenting and reporting a global project through the consolidation of all intra sub-projects with the company standard tools and reports such as PCS, Monthly Project Report (MPR) and Quarterly Project Report (QPR);
(10) developing the Work Breakdown Structure (WBS) and budgets for the project in conjunction with the project team;
(11) providing expertise for the preparation, processing and tracking of contract change orders;
(12) tracking internal and external invoicing, reconciling cash receipts and reporting cash flow position of the project;
(13) reviewing and approving purchase order requisitions in line with budget and tracking in PCS; and
(14) monitoring financial health of the project and raising alarm when negative impact or condition arises.

Required Skills/ Knowledge
Experience must include:
(1) handling minimum $50M projects in or for the rail industry;
(2) Enterprise Resource Planning (ERP) software - SAP finance & controlling module for cost management;
(3) Project Control Support (PCS) software for project estimating, forecasting and cost management including reporting;
(4) preparing Monthly Project Report (MPR) and Quarterly Project Report (QPR) for management review and decision making using Microsoft Office Word, Excel, PowerPoint and Outlook;
(5) Oracle Primavera and Microsoft Project for overall planning process and best practice on deployment of rail signaling and train control system technologies, including: Communication Based Train Control (CBTC), Interlocking (IXL) and Automatic Train Supervision (ATS);
(6) Hyperion for statutory reporting;
(7) Project Management principles to set up Work Breakdown Structure (WBS) by various technologies and activities, Whole Life Cost Estimations, Tracking Actual versus Forecast, Cash Flow and Profit management;
(8) process cost control to identify, eliminate or reduce unnecessary project expenses in order to increase profits;
(9) practical ability to utilize critical project management concept, including EVM, project planning, risk analysis, and configuration management; and
(10) company finance & controlling mode to incorporate labor rate structure, overheads, external and internal cost, workload management, and contract administration to estimate value, profitability and Economic Value Added (EVA) of change orders.
(11) Must have knowledge of International Financial Reporting Standards (IFRS).
Education/Qualifications
(1) Bachelor’s degree in Accounting, Cost Management, Management Information & Control System, or Direct and Indirect Taxes, and
(2) 5 years of experience as a Project Controller in or for the rail industry required.
