Portfolio Manager – Federal IT

The Role

Hitachi Federal is seeking an experienced, high-energy PMP-certified Portfolio Manager with a proven track record of delivering results for clients and stakeholders. In this role, you will leverage your client service mindset, analytical thinking, and project management expertise to drive technology solutions, solve complex challenges, and support business growth.

This role is responsible for leading end-to-end project and program management activities with a focus on customer satisfaction, delivery excellence, and business growth.

Key Responsibilities

  • Serve as the primary point of contact across a portfolio of projects, building strong relationships with customers, partners, and stakeholders
  • Coordinate cross-functional activities across sales, finance, contracts, staffing, and delivery teams
  • Ensure successful execution of projects within scope, schedule, and budget
  • Drive accountability for all program requirements including technical, financial, and performance outcomes
  • Identify, manage, and communicate risks, issues, and dependencies proactively
  • Oversee resource management, contract deliverables, and financial tracking (labor, cost, forecasting)
  • Ensure alignment with contractual obligations and maintain accurate program reporting
  • Lead program reviews, providing updates on progress, risks, and performance
  • Conduct readiness reviews to ensure proper staffing and support prior to project start
  • Develop Statements of Work (SOWs), Work Breakdown Structures (WBS), and project plans
  • Support RFI/RFP responses, including technical and management content
  • Identify opportunities for contract growth, follow-on work, and new business development
  • Collaborate with technical teams to define solutions, resource needs, and level of effort estimates
  • Contribute to pricing strategies and services engagement planning
  • Drive process improvements to enhance efficiency and reduce duplication

Qualifications

  • 10+ years of experience managing IT projects and teams delivering complex solutions
  • Strong experience in software development, data engineering, and system integration
  • Experience with cloud platforms (AWS, Azure, GCP) and FedRAMP environments
  • Knowledge of storage technologies (Hitachi experience a plus)
  • Experience with Shipley methodology and federal proposal processes (RFI/RFP/RFQ)
  • Expertise in services pricing, cost estimation, and program growth strategies
  • Experience managing teams in an Agile/Scrum environment
  • Ability to lead multiple projects simultaneously with strong organizational skills
  • Strong financial acumen (cost, schedule, forecasting, reporting)
  • Excellent communication and stakeholder management skills
  • Proficiency with Microsoft Office Suite and project management tools (e.g., Jira)

As required by the equal pay and transparency acts, the expected base salary for this position is: $160K to $185k. Expected on-target earnings: $180K to $220K

The expected pay is determined based on a variety of factors including, but not limited to, depth of experience in the practice area. Employees are eligible to participate in Hitachi Vantara’s bonus/variable/commission pay programs, where applicable, and are subject to the program’s conditions and restrictions.

Education and Certifications

  • PMP Certification (required)
  • Agile/Scrum certification (preferred)
  • Bachelor’s degree in a related field
  • Active Top-Secret Clearance (required)
