The IV&V PMO Senior Consultant will provide leadership and oversight for Independent Verification and Validation (IV&V) services for the Florida Medicaid Enterprise Modernization program. This role supports the contract project manager in ensuing that contract objectives are met in compliance with client requirements, industry standards, and regulatory guidelines, and that deliverables are completed at a high-quality level per client expectations. The consultant will also work closely with account leadership and the client to provide independent oversight of the program and portfolio management. Additionally, the position will lead process improvements and automation of how the account delivers IV&V services.

The ideal candidate will possess experience in project, program, and portfolio management, IV&V methodologies, and stakeholder engagement within highly regulated environments such as Medicaid and healthcare. The position is remote, with the possibility of up to 10% travel to the client location. Prefer candidates in Tallahassee, Florida.

Duties Include:

  • Oversee the document review process, including receiving review requests from the client, setting up reviews in the IV&V SharePoint site, and closing out reviews once completed.
  • Conduct program-level assessments to create content for the weekly and monthly reports, review client/vendor deliverables, and support focused assessments through research, interviews, and report writing.
  • Perform quality control of IV&V deliverables, including proofreading, rewriting, fact-checking, editing for consistent logic, and updating exhibit cross-references and tables of contents.
  • Manage the creation of charts and tables displaying document review and meeting attendance data for weekly and monthly reports.
  • Ensure new IV&V recommendations and findings are logged and updated on the project management hub.
  • Align IV&V recommendations and findings in monthly reports with updates on the project management hub.
  • Facilitate regular communication and reporting to client leadership, providing clear, actionable insights and recommendations.
  • Identify, document, and escalate project risks, issues, and deficiencies, and support the development of mitigation strategies.
  • Lead process improvements and automation initiatives to enhance the efficiency and effectiveness of IV&V service delivery.
  • Through assessments, advise on client challenges such as resource constraints, shifting priorities, evolving regulatory requirements, and complex stakeholder environments.

Mandatory Qualifications:

  • Bachelor’s degree in Business Administration, Information Technology, Healthcare Administration, or a related field.
  • Minimum of 8 years of experience in project and program management, including at least 2 years in program and portfolio management roles.
  • Minimum of 5 years of experience with project management tools and methodologies (e.g., MS Project, JIRA, Agile, Waterfall).
  • Minimum of 3 years of experience managing or providing IV&V or related services for large-scale technology projects.
  • Minimum of 3 years of experience with Medicaid Enterprise Systems or similar large-scale healthcare technology environments.
  • Minimum of 2 years of experience managing multiple projects and programs simultaneously in a client-facing environment.

Preferred Qualifications:

  • Master’s degree in Business Administration, Project Management, Healthcare Administration, or a related discipline.
  • Project Management Professional (PMP), PRINCE2, or similar certification.
  • Experience in developing and implementing project governance frameworks and best practices.
  • Familiarity with federal and state regulatory requirements and compliance in the Medicaid or healthcare sector.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent written and verbal communication skills, with experience presenting to senior executives and oversight bodies.
  • Experience in managing cross-functional teams and complex stakeholder environments.
  • Demonstrated success in leading process improvement, quality assurance, and change management initiatives.
  • Experience supporting PMO functions and delivering executive-level reporting and analysis.
  • Ability to adapt to shifting priorities and manage ambiguity in complex project environments.
  • Strong interpersonal skills and the ability to build relationships with diverse stakeholders.

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $80,662- $120,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance.
