Job Summary:

The Sr. Manager of Talent Enablement will architect and drive OpenGov’s enterprise-wide enablement strategy—empowering every employee with the tools, knowledge, and training they need to thrive. This role blends program design with operational execution, overseeing everything from LMS governance and knowledge systems to high-impact training programs and scalable change enablement.

As a senior leader within the Employee Enablement & Strategy team, this role owns the enablement roadmap across the employee lifecycle, delivering performance-driven programs that support manager capability, onboarding acceleration, and company-wide behavior change. The ideal candidate is equal parts strategist and builder—ready to bring a bold vision to life through cross-functional partnerships, analytics, and executional rigor. Serve as a thought leader and mentor to other members of the enablement team, fostering best practices and professional development. Shape organization learning culture by driving adoption of enablement practices across senior leadership and departmental stakeholders.

Responsibilities:

  • Lead the design, delivery, and evolution of end-to-end employee enablement programs tied to performance outcomes.

  • Own and govern the company-wide Learning Management System (LMS), including content architecture, workflows, access, and reporting.

  • Build and manage reinforcement cadences and behavior-change programs for enterprise initiatives.

  • Oversee knowledge management practices, including taxonomy, content governance, and QA processes in our knowledge management system.

  • Manage training logistics and execution for upskilling, and internal development sessions.

  • Partner cross functionally with business leaders to identify learning gaps, enablement needs, and drive alignment across departments.

  • Establish and track success metrics tied to employee lifecycle analytics, enablement effectiveness, and time-to-productivity.

  • Support onboarding and manager enablement initiatives with programming and facilitation expertise.

Requirements and Preferred Experience

  • Minimum of 7 years years of experience in enablement, L&D, or organizational development with a focus on employee-facing programs.

  • Deep experience administering and optimizing LMS platforms (e.g., WorkRamp, Skilljar, etc…).

  • Track record of building scalable, data-informed enablement programs with clear behavioral and business outcomes using the Kirkpatrick model.

  • Strong background in change management and project management frameworks and reinforcement strategies.

  • Excellent communication, stakeholder management, and cross-functional collaboration skills.

  • Experience implementing knowledge systems and building content governance processes.

  • Familiarity with instructional design best practices and adult learning theory (ADDIE).

  • Bachelor’s degree required; advanced degree in Organizational Development, Learning, or related field preferred.

$180k - $220k

On target ranges above include base plus a portion of variable compensation that is earned based on company and individual performance.

The final compensation will be determined by a number of factors such as qualifications, expertise, and the candidate’s geographical location.
